On the other hand, if someone knows there’s a good chance they’ll get fired or have some form of punishment taken against them, it may make them think twice before committing certain behaviors.

The number and severity of ethics violations: It can sometimes be difficult to measure the effectiveness of an ethics program because you’re never sure how often people violate moral codes until after your company has been around long enough. One way this metric might work would be by tracking incidents where employees were reprimanded due to something happening on the job.
